      SOS "Voter Details Report" for one county and one early-voting date (endpoint downloadVoterInfoReport.do).
      Columns: VOTER_NAME, ID_VOTER (= VUID), VOTING_METHOD (IN-PERSON or MAIL-IN), PRECINCT
      (+ POLL PLACE ID, POLL PLACE NAME in some elections). Rows = voters recorded by the county for that date only (not cumulative).
      Dates with no file: the SOS site returned no report for that county/date.

      SOS election-day report (endpoint downloadParticipationCountReport.do). Contains <id>_<countyid>.csv (voter count by
      polling place) and <id>_VOTER_<countyid>.CSV (Date, VOTER_NAME, ID_VOTER, VOTING_METHOD = GE/PO, PRECINCT, POLL PLACE...).
      Election-day files exist on the SOS site for 2022 and 2024 elections only (none for 2020).

      date), precinct, poll_place_id, poll_place_name, source_file. Voter names omitted (they are in the raw files).

      One row per downloaded file: SOS election id, county id, date, voter rows, original endpoint (HTTP POST) and form
      parameters, mirror URL, sha256, download time.

CHECKS
  2022 general, 2022-11-04: in-person rows per county file = SOS "# In Person On 11/04/2022" exactly
  (Williamson 22,619; Nueces 8,648; Brazos 5,562; Wichita 2,261; Lubbock 7,257). 2022 general Williamson MAIL-IN rows total 7,749
  = SOS cumulative by-mail figure. Every county/date with no county file also has zero rows for that county in the statewide file.

LIMITS
  Mail ballots received after the last early-voting date are not in these files. 2020: no election-day voters.
  Primary runoffs, 2018, and statewide primary files were not downloaded.
